You mean there is no need to install the core version of ubuntu anymore and you will solve this issue?
You must install Ubuntu 20.4 minimal image on your VPS and then run apt update and apt upgrade command.
After that, try cyberpanel install command

Now I installed the Ubuntu 20.04 Server and try install cyberpanel and get this:

What server provider you use?
I’m In Persia (you heard that as Iran)
Its my own server that is hosted on the largest Provider in our country and it seams the cyberpanle blocked our IP address.
Cyberpanel doesnt blocks any IP address and never will.
