Did you check your VPS provider have opened port 25? Almost every provider block port 25 default to prevent spam. If not you need to open support ticket to request them open port 25.

I contacted them and they said they cannot unblock it till 30 days period passes which seems weird. What should be done to fix it then?

You just have to wait… Its way to reduce spammers most of VPS providers have similar system.

Vultr is great provider I run mail server on their network don’t have problem being black listed all time. If you need fast solution look some third party mail providers.
