Error 503 max cildren process issue

i m getting error 503 when i checked /usr/local/lsws/logs/stderr.log
Reached max children process limit: 10, extra: 3, current: 13, busy: 13, please increase LSAPI_CHILDREN

So how can i increase it
i have 8gb, 4 core vps server
