CSF not blocking

I tried installing and uninstalling. turning the firewald on and off and disabled it and still nothing.

CSF is working and running but it is not blocking. I want to block all IP which is 0.0.0.0/0 and only allow IP that I specify but it is still allowing IP that is not in the allowed and ignored list. What should I do with this?

I followed this CSF anf Firewall Conflict

I installed it manually but the $ tar -xvfz csf.tgz command is not working.

0.0.0.0/0 is not for all add ALL to block all IP and allow the IP in allow list

I removed the 0.0.0.0/0 and changed it to ALL but it is still not blocking access from other IPs
