Cannot change password for firm_db, Error message: Please see CyberPanel main log file

I can’t change password OR connect to database. I CAN access phpmyadmin via cy
berpanel. All databases and tables are there but I can’t access with the error: " Fatal error : Uncaught mysqli_sql_exception: Connection refused".
