Ideally this should work - Increase PHP upload limit 4 - Change Upload Limit for phpMyAdmin
However, it won’t in a million years so the next cause of action is usually to do ftp transfer or rsync.

To use ftp create an account with cli CyberPanel Command Line Interface or just go to https://SERVER_URL:8090/ftp/createFTPAccount and create ftp account
