How to increase PHP Max Input Vars and what is ZipArchive?

I have changed the number in max_input_vars through ip/managephp/editPHPConfigs but it doesn’t work.

What is ZipArchive? This is the message I got: ZipArchive is required for pre-built websites and plugins installation. Please contact your hosting provider.
