I tried to upload and also change th php upload_max_filesize and post_max_size but still the same.

For such a large file use ftp or ssh

Ok thanks also the cyberpanel is not secure,i tried to issue the ssl ofr hostname and after finish i tried to go in that url https.“domain”.com"8090 dont work.

The same thing happened to me, I had to restart service

systemctl restart lscpd

You need to restart lscpd for some time to map the hostname ssl.
