It is not user-based, but there is a paid root terminal add-on.

There isn’t an official terminal addon I know of for Cyberpanel.
The internal terminal was there up to around 2.3
If you are on ALmalinux 8 or 9, you can install cockpit which has a web interface with terminal.
You may have to setup SSL and open the port.
