Error: "553 5.7.2 [TSS09] All messages from x.x.x.x permanently deferred" when sending email to Yahoo Mail

hey everyone this is my first time posting but I’m really Struggling with yahoo delivery
for the last 4 months I received this error message frequently when sending email campaigns

Error: “553 5.7.2 [TSS09] All messages from 79.99.28.252 will be permanently deferred; Retrying will NOT succeed. See https://postmaster.yahooinc.com/error-codes” while connected from jesepe.uneafuseauean.xyz (79.99.28.252) to mta5.am0.yahoodns.net (67.195.204.74)

I tried every method / solution and best practices and nothing works !!

so if anyone have the same problem or have the solution ill be appreciate

You use harvested, bought or random found from net mail lists?

yes and I delisted all the Ips
the problem is when I test a new Ips i get the same error with all Ips and domains Whitelisted not a single one is blacklisted
i changed the severs provider and i still got the same Error
