(Solved) Unable to create new sites after update from 2.0 to 2.3

Hello!
I have released the upgrade from version 2.0 to 2.3 on Ubuntu 18.

• The update has not been performed and still appears pending.
  - I can’t create new sites.
• The other functions work well (as far as I have verified).
  Can you help me?

Sorry!!! I can create new sites, but NOT in test mode!!!
I was forgetting to disable the TEST option

Although the update is still showing as pending.
