Unable to set up secure anonymous FTP

I ran into a problem. I can’t log in via FTP with windows file explorer.
CYBERPANEL V 2.1 Ubuntu 18.04. I see this error in the syslog log file :

[ERROR] Unable to set up secure anonymous FTP

Is there a ready-made recipe?
