Same here on a fresh install with Centos 7.3… seems to be various issues related to tmp folder permissions:
stderr.log:
Failed to open temp file for swapping: Permission denied
error.log:
HttpFetch[1]::failed to create file /usr/local/lsws//autoupdate/release: Permission denied.
Also timezonedb fails to install because of /var/tmp/ permissions

This issue should be fixed in next yum package release.
