Where is the language locale path

I want to build tradidional chinese translation file.
But I can’t find the cyberpanel locale path.
usr/local/lsws/???

We already have Chinese language support, and language file is located at:

/usr/local/CyberCP/locale/cn/LC_MESSAGES/django.po
