Mysql error - #2002 - Connection refused

Apparently through my searches it seems that port 3306 is blocked, however before it was normal, I tried to add it in the rules even though it still did not work, anyone would know how to help me?

Do you have MySQL running?

systemctl status mysql

It not, you should run

systemctl start mysql
